How to Apply for Jobs Abroad From Pakistan
By The Job Alert Team · September 14, 2026
Roughly eight to nine hundred thousand Pakistanis register for overseas employment in a typical year, and the process they go through is far more standardised than most first-time applicants expect. There is a document chain, a clearance step and a legal fee ceiling. Knowing all three is what separates a clean departure from a costly one.
The document chain, in the order it must happen
Attestation in Pakistan is sequential. Skipping a step means starting the step again.
- Issuing body. Academic certificates are attested first by the awarding institution. Matriculation and intermediate certificates go through the relevant IBCC board; degrees go through HEC (Higher Education Commission), which now accepts online applications with document drop-off at regional centres.
- Ministry of Foreign Affairs. MOFA attests only documents that already carry the issuing body’s stamp. Camp offices operate in Karachi, Lahore, Islamabad, Peshawar and Quetta.
- Destination embassy or consulate. The final stamp. Gulf missions each have their own list, their own fee and their own turnaround.
Alongside those, assemble:
| Document | Notes |
|---|---|
| Passport, 12+ months validity | Machine-readable or e-passport; renew before you start, not mid-process |
| CNIC or NICOP | NADRA record must match the passport spelling exactly |
| Attested degrees, diplomas, trade certificates | Full chain above; a trade test certificate matters more than a degree for technical roles |
| Experience letters | On letterhead, with duties, dates and a verifiable contact |
| Police character certificate | From the district police officer; short validity |
| Medical fitness certificate | For most Gulf destinations this runs through the approved medical centre network, not any clinic |
| Passport-size photographs | Destination-specific size and background rules |
| Signed employment contract | In a language you read, with salary, hours, leave and repatriation stated |
Spelling mismatches between passport, CNIC and certificates are the single most common cause of a rejected file. Fix them before attestation, because every correction afterwards invalidates the stamps that follow it.
The step that is legally required: Protector of Emigrants
Anyone leaving Pakistan for employment on a work visa must be registered through the Bureau of Emigration and Overseas Employment and receive Protector of Emigrants clearance — the PE sticker in the passport. Protectorate offices sit in Karachi, Lahore, Rawalpindi, Peshawar, Quetta, Multan, Malakand and elsewhere.
Registration also enrols you in the Overseas Pakistanis Foundation welfare scheme, which is what funds repatriation and death-and-disability support. People who leave on a visit visa and convert locally skip this and lose that cover entirely.
Direct hires can process their own clearance. If an agency is involved, it must be an Overseas Employment Promoter holding a current BEOE licence — the licence list is published and searchable, and checking it takes two minutes.
Which markets actually recruit from Pakistan
| Market | What is genuinely hiring | Route |
|---|---|---|
| Saudi Arabia | Construction, drivers, healthcare, facility management, retail | Employer or licensed OEP, Saudi work visa |
| UAE | Hospitality, logistics, drivers, accounting, IT, engineering | Employer-sponsored; direct application is common |
| Oman, Qatar, Bahrain, Kuwait | Construction, oilfield services, healthcare, security | Mostly agency-mediated |
| Malaysia | Manufacturing, plantation, services | Government-to-government arrangements plus licensed agents |
| Japan | Caregiving, food processing, construction under the specified-skilled-worker scheme | Skills test plus Japanese-language test |
| South Korea | Manufacturing under the Employment Permit System | EPS-TOPIK Korean test, quota-based |
| Romania, Poland, Croatia | Drivers, construction, food processing | EU work permit through the employer |
| United Kingdom | Health and care, some skilled shortage roles | Licensed sponsor with a certificate of sponsorship |
The Gulf still absorbs the large majority of Pakistani placements. The European and East Asian routes are smaller but pay differently and often lead to renewable status, which is why they are worth the extra test-taking.
What fees are lawful
BEOE sets a ceiling on what a licensed promoter may charge a jobseeker, and it is far lower than what unlicensed brokers ask. Two rules protect you:
- Get a receipt for every rupee. No receipt, no recourse.
- Never surrender your original passport to an agent for safekeeping. Hand it over only for a visa submission you have seen documented.
Warning signs, in the order they usually appear:
- A “visa” offered for sale without a named employer or a job description.
- Pressure to travel on a visit or umrah visa and “sort the work permit there”.
- A contract you are asked to sign in a language you cannot read, or a second contract that appears on arrival.
- Payment demanded to a personal bank account or a mobile wallet rather than to a licensed company account.
- An agency that discourages you from getting Protector clearance.
If a role or an agency does not survive those five checks, it is not a job offer.
A realistic timeline
| Weeks | Stage |
|---|---|
| 1–4 | Passport, CNIC alignment, ordering certificates |
| 3–10 | IBCC or HEC, then MOFA, then embassy attestation |
| 4–12 | Applications and interviews, in parallel |
| 10–16 | Offer, contract review, medical, visa stamping |
| 14–20 | Protector registration and clearance, then travel |
Four to five months is a fair expectation for a Gulf placement with a cooperative employer. Test-based routes to Japan or Korea add six to eighteen months of language and skills preparation.
Searching without a middleman
Direct application is more viable from Pakistan than the broker economy suggests, particularly in the UAE, where a large share of employers advertise openly and recruit by video interview.
Search in the destination’s vocabulary, not yours: vacancy rather than job opening for Gulf listings, HGV or LGV for driving roles in the UK, Pflege for German care work. You can set your search country in Job Alert and browse listings from Karachi or Lahore with no account required; each result opens the employer’s own posting, which is also how you confirm the employer exists. The mechanics of that are explained in where listings come from, and the corridor-specific version for the Gulf is in how to get a job in Dubai from Pakistan.
Emigration rules, fee ceilings and destination requirements change without much notice, and nothing here is legal advice. Confirm every step against the Bureau of Emigration and Overseas Employment and the relevant embassy before you pay anyone.
